Abstract

The Latin American "being" has its own connotation through its intrinsic force towards permanent cultural integration, which manifests itself from the moment the Iberian sailors landed on the New Continent. However, in recent times an inability to express our "being" has occurred. This is perhaps due to the accelerated globalization of the great challenges of the contemporary era, and to the inability of Latin America to have projected its own personality in the face of a "planetary civilization". Despite this, there are factors and circumstances that allow us to be optimistic about the prospects for our cultural policies, which must necessarily be an integral part of a continental and national reality.

Ex Presidente del BID, es actualmente coordinador de ECIEL y preside el Consejo de Fondo para la Promoción de Ia Cultura, de Ia UNESCO. Es autor de numerosos libros sobre problemas del desarrollo lalinoamericano y últimamente ha trabajado en forma muy activa en lo que se refiere a los aspectos culturales y educativos del proceso de desarrollo.
