Situación de la ciencia y tecnología en América Latina

Abstract

In recent decades, technology has become increasingly important as the factor that makes it possible to link countries with the same or different degrees of development. The characteristics of the economic system in Latin American countries reveal a structure that is not receptive to the knowledge generated by the scientific and technological system. When carrying out an analysis of the main characteristics of the Latin American scientific and technological system, we obtain as a result four main categories: a) imbalance between the flows of local and imported technology; b) inadequate industrial property systems; c) deficiencies in the institutional infrastructure for science and technology, and d) harmful effects derived from the indiscriminate importation of technology.

Peruano, autor de numerosos estudios sobre el desarrollo científico y tecnológico en América Latina. Fue asesor de la Junta del Acuerdo de Cartagena y actualmente es director del programa del International Development Research Centre: Science and Tecnology, Policy, Instruments Project.

Mauricio Guerrero

Abogado chileno, es miembro de la Asesoría Jurídica de la Junta del Acuerdo de Cartagena y ha tenido la responsabilidad de dirigir los trabajos relacionados con los regímenes sobre inversión extranjera y transferencia de tecnología en el Grupo Andino.
