The responsibility to protect: a critical view on relevant key questions

Abstract

The final document of the summit chiefs'of state and of government of 2005, summoned for the review of the summit of the millenium of 2000 proclaimed the responsibility to protect. In spite of the importance of this recognition for the protection of human rights, significant doubts appear regarding its innovation, content, regime and application. The author of the present paper reflects from a critical point of view about all these key questions.
