Abstract

In world politics in the last 30 years, the expansion of civil society and the greater participation and protagonism of non-state actors and interest groups, in the issues of the international agenda that are beginning to have a transnational dimension, stand out. This implies the participation of actors who "understand" and manage the new global codes and symbols. A community of cosmopolitan subjects who feel comfortable traveling and interacting on a daily basis with their international "new peers" inserted in a complex global society. As a way of reflecting on this matter, this essay makes an approach to the visions and attitudes of these transnational elites in Chilean society, for which a case study is preliminarily analyzed based on the experience of academic exchange and the influence culture that the Fulbright Program has developed in Chile.
