The President of the United States has proposed the adoption of a national energy plan for the country. From the point of view of economic doctrines or theories, the plan represents a middle way between the simple game of market mechanisms, characteristic of liberalism, and a more radical solution that means controls and authoritarian measures of the Federal Government. It seeks to establish a system of incentives, sanctions and restrictions to financially reward those who save energy and punish those who waste it. However, by touching the energy sector, the foundation of the economy of the most industrialized country in the world, Carter has touched the most sensitive nerve centers of the nation.
