O PAPEL DA DIPLOMACIA CIENTIFICA DO CHILE COMO PARCEIRO DE DESENVOLVIMENTO DA ASEAN

Este estudo examina o potencial da diplomacia científica do Chile para forjar relações mais fortes com os países membros da Associação das Nações do Sudeste Asiático (ASEAN), analisando as oportunidades para posicionar o país como uma ponte entre o Sudeste Asiático e a América Latina. Com base numa metodologia qualitativa e interdisciplinar, incorporando análise documental e entrevistas semi-estruturadas, o estudo avalia dois dos laboratórios naturais emblemáticos do Chile: a astronomia e o oceano. Analisando a sua trajetória histórica, argumentamos que a astronomia constitui um modelo bem sucedido de colaboração científica internacional que deve servir de base a estratégias diplomáticas mais amplas. A análise dos recursos marinhos revela oportunidades significativas em que existem vantagens únicas para a cooperação científica internacional, nomeadamente na resposta a desafios cruciais como a transição energética, a atenuação das alterações climáticas e a conservação da biodiversidade marinha. O estudo conclui que a diplomacia científica representa um instrumento viável para aprofundar as relações entre o Chile e a ASEAN, embora subsistam desafios relacionados com as restrições orçamentais, a distância geográfica e o desenvolvimento do quadro institucional.
